Commissioned by the board of the Care Quality Commission (CQC), a review conducted by Professor Sir Mike Richards evaluates the changes made following the CQC’s 2021 strategy and their impact. It complements Dr. Penny Dash’s earlier review into the operational effectiveness of the CQC.

The review focuses on three key elements of the CQC’s transformation program:
  • A major organisational restructure.
  • The introduction of a single assessment framework across all regulated sectors.
  • The development of a new IT system, known as the regulatory platform.

Although initial proposals for these initiatives were well received, the review finds that they have not achieved the intended benefits, resulting in several significant challenges. The snapshot below outlines the key issues identified and recommendations for addressing them.

Professor Sir Mike Richards led this review and worked closely with CQC staff and providers. His approach included reviewing multiple CQC documents and recent provider reports, conducting over 50 individual interviews with current and former CQC staff, participating in 15 internal group meetings, and engaging with external stakeholders, including leaders in NHS and adult social care. This extensive engagement ensured a comprehensive evaluation of the CQC’s operational challenges and opportunities for improvement.
