The NHS is ushering in a new era of performance assessment with the release of the NHS Performance Assessment Framework for 2025/26. The framework aims to provide a more balanced, transparent, and patient and clinically focused approach to evaluating Integrated Care Boards (ICBs) and Trusts. Our latest snapshot gives an overview of the assessment framework.
Key criteria:
- Operational objectives
- Finance and productivity
- Public health and patient outcomes
- Quality and inequalities
- System metrics
These will be assessed through a series of metrics specific to different subject areas within each section, and every ICB and provider will be allocated a segment. This indicates its level of delivery from 1 (high performing) to 4 (poorly performing) with an additional segment 5 to indicate the most intensive support requirement.
The ultimate aim is to improve performance across NHS trusts and provide targeted support and intervention for those struggling.
