Insights and Collaboration Engine supports Surrey Downs Health and Care with prioritisation and performance evaluation
Surrey Downs Health and Care Partnership consists of the NHS, local government, community health services, voluntary sector and other providers. They lead the health and care system built around the communities of Dorking, Leatherhead, Epsom and East Elmbridge and are dedicated to understanding and meeting the needs of their population and improving their health outcomes. They are committed to innovative approaches in healthcare delivery and have been pioneering the use of data-driven tools to enhance their service outcomes.
What was the challenge ?
Surrey Downs Health and Care Partnership have been taking a new approach to determining their residents’ expectations and changing the way in which their health outcomes are reported.
They needed a more efficient and effective way to set priorities, measure outcomes, and establish and reach realistic targets for the health of their population. Traditional methods were time-consuming and only provided local-level data, lacking the ability to have a nation-wide benchmarked view needed to drive impactful decisions at both strategic and operational levels.
Our collaborative approach
In partnership with Surrey Downs Health and Care Partnership, we introduced the Insights and Collaboration Engine (ICE) to transform their approach to reporting and evaluating health outcomes. The collaboration included strong support and sponsorship from the Integrated Care Board level leadership, ensuring alignment with broader healthcare goals.
The solution in action
ICE was implemented to streamline Surrey Downs’ process for setting priorities and measuring outcomes. The tool enabled quick identification of key areas for prioritisation, resulting in an 83% time-saving.
Additionally, ICE was used in retrospectively evaluating the performance of critical programmes, such as the Urgent Community Response, demonstrating tangible impacts.
Specific applications of ICE included:
- Clinical Leadership Advisory Group: Used ICE to present data in ways previously unattainable, enhancing decision-making.
- Population Health Management and Outcomes Steering Group: Leveraged the tool for more systematic programme management.
- Transformation Team: Applied ICE in benchmarking work for CYP asthma, driving data-driven approaches.
- Project Mandate Document: Implemented considerations about how ICE can be used and metrics measured when starting new programmes

The introduction of ICE has helped Surrey Downs Health and Care Partnership take a data-driven approach to how they prioritise areas to focus for their population, doing this 6 times faster than before. The tool has fostered a data-driven mindset across the organisation, enabling more systematic and consistent program management.
Key outcomes include:
- Efficient prioritisation of focus areas for the upcoming year.
- Facilitating healthcare resource allocation for the 350,000 residents of Surrey Downs.
- Quick and easy benchmarking nationally and against peer groups, which previously required extensive manual effort.
