Improving value for money and care pathways for a large GCC health provider

CF were commissioned to conduct an extensive study of a GCC state’s healthcare sector and main healthcare provider. The aim was to build a comprehensive understanding of the current state of care delivery, financial sustainability, and population health outcomes.

Our approach

CF undertook quantitative analysis based on a bespoke framework we developed, combining an in-depth understanding of the National Health Strategy and WHO’s well-established Health System Strengthening framework, to benchmark performance against the agreed small advanced and large advanced health system peers.

We underpinned this with a series of stakeholder interviews, informed by the results of our analysis of the health system performance, to understand stakeholder views of the existing strengths and gaps of the Qatar health system.

We have accessed and created integrated data sets between 2 providers:

Integrating these two datasets comprising 12 million rows of data for the first-time enabled calculation of the burden of disease and the opportunity to benchmark compared to international practice.

What was the impact?

The health system performed well with the dramatic growth of the economy and population matched by growth of the health system. CF’s analysis showed that they has sufficient beds and workforce once current buildings are open and existing firm plans delivered. A pump priming investment could improve value for money, by improving clinical effectiveness, labour productivity and spend effectiveness. CF also highlighted opportunities for private sector involvement which could be pursued to:

  • Delivering accountable care for Single Male Labourer segment
  • Outsourcing /expanding non-core services: (a) step down, (b) homecare, (c) long term ventilation care services
  • Implementing digital solutions
